SPD officer fired after domestic violence charges dropped

The charges against John "Jay" Scott were eventually dropped, but SPD said Tuesday that the resulting internal investigation found he had violated their policy.

SPOKANE, Wash. - Spokane PD announced an officer that was accused in a domestic violence case has been terminated.

The charges against John “Jay” Scott were eventually dropped, but SPD said Tuesday that the resulting internal investigation found he had violated their policy.

Spokane Police leaders said Scott violate two of the department's code of ethics policy and two of their general policies.

The two code of ethics policies he allegedly broke say: "Members of the Spokane Police Department shall not engage in any activity which would create a conflict of interest or would be in violation of any law," and "Members of the Spokane Police Department shall at all times conduct themselves in a manner which does not discredit the law enforcement profession or the Spokane Police Department."

Spokane police officials said he also violated a performance policy that says, "violating any felony statute or any misdemeanor statute where such violation may materially affect the employee’s ability to perform official duties or may be indicative of unfitness for his/her position." They claim he was also insubordinate.

“We take all allegations of domestic violence and police misconduct involving our officers seriously,” says Chief Craig Meidl in a release. “This type of behavior does not represent the vast number of honorable men and women who work for SPD and serve our community each and every day.”

In November, the Spokane County Prosecutor’s Office declined to file charges against Scott at the victim’s request. Officials said the victim moved away, does not plan to contact or see Scott, and did not want to go through a trial.
