Officials said six workers were hospitalized with serious electrical burns from the incident. After an initial investigation, the Grant County PUD believed the explosion was caused by "an electrical malfunction." Officials said there was a problem with the breaker switch for one of its 10 generating units that create electricity.

The utility district has 15 days to appeal the citation. The money paid will be placed in the workers’ compensation supplemental pension fund, helping workers and families of those who have died on the job.
