2nd Arrest made in alleged gang shooting in North Spokane

Daniel J. Dublin was arrested for 2 counts of 1st Degree Assault. Police also arrested 23-year-old Phillip C. Ruiz earlier Saturday evening on two counts of 1st Degree Assault.
