TORONTO, CANADA -- A new poll shows Toronto’s mayor, who was recently caught on camera smoking crack, is more popular than President Obama or the U.S. Congress.

Mayor Rob Ford came out with a 42% approval rating, according to a Forum Research survey of 1,049 Toronto voters released this week.

The numbers post-scandal are actually higher than the 39% approval rating he posted in late October, before he admitted to smoking crack cocaine in a "drunken stupor."

Of Americans polled, 39% say they approve of the President's handling of the country's affairs, while 52% say they disapprove of his job performance, according to the latest Gallup poll numbers for the week of Nov. 11 to 17.

In the meantime, Congress has seen its approval rating fall to an all-time low of just 9%, according to Gallup.
