SPOKANE, Wash. -- A registered sex offender who was allegedly caught exposing himself on Spokane’s South Hill Sunday afternoon made his first court appearance Wednesday.
Without a lawyer and surrounded by three officers, William “Billy” Ogan told a judge he did not feel anyone else in Spokane County could defend him.
"The legal system here in this facility, they don't do the job, so I feel better representing myself," Ogan said.
Ogan faces indecent exposure charges. He was arrested near 53rd and South Regal for indecent exposure around 2:00 p.m. Sunday. Authorities said when they confronted Ogan he told them he "was doing the Lord’s work."
Police said they received multiple calls reporting that a man was masturbating and exposing himself on the side of the road. Many of those callers were concerned with how close he was to a kid’s soccer field.
Ogan is already a register sex offender. Court documents said in 2011 in Spokane Valley he pulled his pants down, exposed himself and forcibly pulled a woman toward him.
He was charged with Second Degree Attempted Rape and got the charges reduced to riot and voyeurism.
