SPOKANE VALLEY -- State investigators have released their final report into the Valley View Fire in July that destroyed 11 homes.

The Department of Natural Resources is recommending a citation against a 16-year-old boy accused of starting the massive fire.

Maps, witness statements and thermal imaging led investigators to the origin of the fire in a pit that was used to burn debris and trash.

The teen admitted lighting the fire July 7 with permission from the homeowner, Dr. Tracy Berg, who believed the fire pit was on her property. The land actually belonged to Spokane developer Glen Cloninger.

Both Berg and the boy said they thought the fire was out, but it later blew back up into the massive wildfire.

The report has now been sent to the Washington Attorney General's Office and the Spokane County Prosecutor. Those offices will ultimately make the decision on who, if anyone, should be charged.

Investigators are recommending the teenager face charges for "willful setting of a fire."

Besides criminal action, the Attorney General's Office still has to decide whether state agencies should file to recoup any of the $3 million dollars in firefighting costs.
