Well, almost all of them.

Governor Christine Gregoire ordered all flags to fly low in honor of Carlo Alfonso, a Spokane soldier killed in Iraq.

However, a handful of places say they never got the message.

The mandate only applies to state officies, but many KREM 2 News viewers said that shouldn't matter.

KREM 2 News called these places to see what had happened, but everyone said that the flags were either someone else's responsibility, or that they didn't get the memo.
