Coin toss decides new Spokane Valley council member

SPOKANE VALLEY, Wash. --- The Spokane Valley City Council’s newest member, Lewis Rodney “Rod” Higgins, was decided by a coin toss.

At their Tuesday night meeting, council members were split 3 - 3 over whether to pick Higgins or Linda June Thompson.

The Council had previously adopted a procedure for filling a vacancy in the case of a tied vote.

The candidate whose last name was closest to the letter "A" was assigned heads and the other was assigned tails.  After the coin landed heads up, Higgins was sworn in.
 
He fills the position vacated by former Councilmember Brenda Grassell, who resigned because she is moving outside the city.

Higgins is a retired director of the International Society of Mine Safety Professionals. He holds a B.S. Degree in Finance from the University of Idaho.  He served on the Spokane Valley Planning Commission from January 2012 until his appointment to the Council, and is involved in a number of community and professional organizations,

He will serve until the person elected to the position in the November 2013 general election takes office.
