The Florida Legislature upset the Republican National Committee earlier this year when it moved its presidential primary ahead of other states. The penalties included slashing the number of Florida delegates and putting the delegation at a hotel nearly an hour from the convention site in downtown Tampa.

On Tuesday, the first full day of the convention, the buses hired to ferry the delegation arrived 45 minutes late.

A Republican Party of Florida spokeswoman says she doesn't know why there was a delay, and convention spokesman James Davis said only that the buses were "delayed and behind schedule" and that "we expect our transportation system to become more efficient in the days ahead."
