SPOKANE VALLEY -- The man who owns the property where the Valley View Fire first sparked has filed a civil lawsuit.
Local developer Glen Cloninger accuses Doctor Tracy Berg of allowing a 16-year-old boy to trespass on his property to start a fire in a tree stump. Berg lives next door to the vacant lot along Eastern Lane.

Now Cloninger is suing her and the boy's father for $75,000 in damages.
Berg was initially named by the Spokane Valley Fire department as being responsible for the fire.
That statement was retracted just one day later.
The Department of Natural Resources is investigating any criminal charges. The Valley View Fire burned 11 homes and cost more than $3 million to fight.
