SCRAPS: 'Most animal abandonment cases are never definitive'

SPOKANE, Wash. – A KREM 2 viewer called the newsroom concerned after she found two puppies abandoned at a Spokane construction site on Friday.

The puppies were discovered in a crate that had filled with water due to Thursday night’s storm.

KREM 2 reached out to SCRAPS to see how often animals are abandoned in Spokane County.

Nancy Hill, SCRAPS Executive Director, said animal abandonment is not a monstrous problem in Spokane.

“We sometimes get them. It tends to be more adult dogs; people drive them out into the country and they don’t know what to do with them,” said Hill.

Hill said often people who are moving or get evicted from their homes will abandon their dogs simply because they do not know what to do with their pet. Hill added that she has also seen cases where neighbors will let nuisance animals out of their owners’ yards.

KREM 2 wanted to learn more about the process of helping abandoned animals and holding wrong-doers responsible.

 

 

Hill said animal abandonment is a crime under the revised court of Washington. However, she added it is often very difficult to hold people accountable for the crime.

“Most animal abandonment cases are never definitive,” said Hill. “They’re hard to investigate.”

SCRAPS is responsible for investigating animal abandonment and will do so if there is probable cause. Unfortunately, Hill said it is very rare that a witness can catch a license plate number or the person responsible committing the act.

Hill said that citizens who come across abandoned animals should turn them into SCRAPS or take them somewhere to check if they have a microchip. SCRAPS holds animals for three days, and recommends citizens do the same, in the case the abandoned animal is somebody’s pet.

Hill also recommended that those who find abandoned animals put out ads on several platforms; like social media and the newspaper.
