SPOKANE, Wash. (AP) -- The Spokane City Council will consider an ordinance this month to outlaw panhandling along streets and freeway off-ramps.
The ordinance drafted by Councilman Mike Allen would discourage panhandlers by making it illegal to reach beyond the curb.
Other media outlets report it also would ban fundraisers like the fire department's "Fill the Boot" campaign to fight muscular dystrophy.
