SPOKANE COUNTY, Wash.--SCRAPS said a passerby noticed two pit bulls tied to a fence without water or shade on Tuesday. A SCRAPS officer found one of the dogs dead when she arrived to check out the situation.

SCRAPS officials said the dog died due to suspected heat stroke.

Officials said the owners were inside the home at the time.

“The first dog had already begun showing signs of rigor mortis, which speeds up during heat,” said Nicole Montano, Field Operations Manager.  “It appears the animals were tied up the night before and looked at this morning, through a window, at about 7:00 am.” 

Officials said the owner then went back to bed and did not check on the dogs until the SCRAPS animal protection officer responded Tuesday afternoon.

The SCRAPS officer attempted to obtain the body temperature of the dog but the thermometer maxed out and indicated “HI”.

SCRAPS officials said the owners of the dogs could be charged with Animal Cruelty in the First Degree. An investigation was ongoing.
