Off-duty deputy tackles man masturbating in Shadle Library

SPOKANE, Wash. -- The Spokane County Sheriff’s Office said an off-duty deputy tackled a man masturbating in the Shadle Library in North Spokane Wednesday evening.
 
Investigators said the deputy caught the suspect, identified as Steven James Snedden, watching the deputy’s 10-year-old daughter. The Sheriff’s Office said the off-duty deputy was able to hold Snedden down until Spokane Police could arrive and arrest him.

According to authorities, Snedden is a Level 3 sex offender.
 
In 2003, Snedden pleaded guilty to indecent exposure. Authorities said he repeatedly exposed himself to women at Gonzaga University’s Foley Library between September 2000 and February 2001. In 2006, there was a similar incident at Eastern Washington University. He also faced charges for the same crime in Montana.

For the incident at Gonzaga, he served 90 days with credit for time served. In 2006, Burglary with Sexual motivation landed him 22 months in prison.  A judge also gave him 24 months in 2008 but again got credit for the majority of that for time already served.
The maximum punishment for this offense is 5 years in prison.

Authorities are not sure why Snedden is repeatedly caught doing lewd acts in libraries. Parents said the fact that he preys in a learning environment is infuriating.

“It’s disgusting. Especially at a library where all types of people come to enjoy reading,” said Don Michelbook.

Authorities are working to make sure this does not happen again. Some libraries have already banned Snedden from their property.

The Department of Corrections can require offenders to stay away from place where children are while they are under supervision.
