Baristas cover up a little under new ordinance in Spokane Valley

SPOKANE, Valley--Baristas covered up a little more at Devil’s Brew along Sprague after the Spokane Valley City Council passed an ordinance in December limiting what coffee stand employees could wear.

Owner Sarah Birnell removed some of the signage outside her nearly nude barista stand and made changes to her employees’ wardrobe requirements.  She said business slowed down on Topless Tuesdays and Thursdays.

Though the baristas were much more covered than before the ordinance, there was still plenty that could not be shown on television. 

“I think people have thought they were going to be completely covered up," Birnell said.

Birnell said the outfits should keep her customers happy and comply with city code. 

Birnell also began serving coffee on both sides of her espresso stand. So far, she had not heard from the critics who originally brought the issue to City Council.

"Before the ordinance passed, I was trying to do anything I could to settle the situation," Birnell said.

Birnell hoped business would begin picking up at the Spokane Valley location, but had begun looking for other locations in the city for her next coffee stand.
