SPOKANE -- Spokane Police confirm Captain Scott Stephens is on administrative leave for an internal matter.
They said it is not a criminal matter.
Just this past month, Stephens was demoted from Assistant Chief to Captain under Chief Frank Straub's restructuring of the police department.
Stephens was Interim Police chief after Anne Kirkpatrick left the department.
