COEUR d'ALENE, Idaho (AP) -- A federal inmate completing his sentence at a halfway house in Coeur d'Alene died when he stopped breathing due to a high level of alcohol in his system. Kootenai County Coroner Deb Wilkey said Thursday that the death of Joseph Newlyn Papse was an accident. The 27-year-old from Fort Hall was completing a sentence for violating probation on a 2006 conviction for sexual abuse of a minor in Indian country. Other media outlets report police are investigating the Nov. 21 death at the Port of Hope transitional housing. Papse was a member of the Shoshone-Bannock Tribes headquartered near Pocatello. He was buried Monday at Cedars Cemetery on the Fort Hall Indian Reservation.
