SPOKANE -- Investigators have identified a body found in the Spokane River Thursday afternoon as 36-year-old Leighton L. Welch. Welch has been missing since March 28, 2011.
Welch's body was found near the Nine Mile boat launch on the Spokane/Stevens County line.
The Medical Examiner declared the cause of death to be drowning.
