Phillip Paul ruled dangerous two weeks before fair

SPOKANE -- New court documents from Yakima County show a judge denied a conditional release request by Phillip Paul earlier this year because he "represent[s] a threat to public safety."

In documents filed September 4, a judge denied Paul's conditional release from Eastern State Hospital. Paul was living at the Carlisle Hotel in Downtown Spokane until January, 2009, when the director of the facility asked for him to be removed.

Eastern State Hospital officials testified that Paul was not following his prescribed medical regimen, still believed he was not mentally ill, and was becoming increasingly aggressive.

The documents state that "Mr. Paul should remain a patient at Eastern State Hospital, until he is stabilized, and gains insight into his illness."

Documents also state that Paul "is not to be released to any other conditional release placement until further order of the court."
