SPOKANE, Wash. – Authorities arrested a 22-time convicted felon and registered sex offender for exposing himself for the second time in the last 6 months.

Spokane Police arrested Billy Ogan, 31, Monday night for Felony Indecent exposure at the STA Plaza on W. Riverside.

Officers were called to the scene around 7:30 pm to a report of lewd conduct. Officials said STA Security had detained Ogan.

During the investigation, officers learned Ogan approached a 16-year-old girl in the smoking area and asked her if she wanted to see his genitals. Then, he exposed himself.

Authorities said Ogan has prior convictions for Attempted Voyeurism, which makes the act a felony.

Ogan was most recently arrested on September 8, 2013 for masturbating and exposing himself near a children’s soccer field near 53rd and South Regal on Spokane’s South Hill.

Police call Ogan a prolific offender. He has 22 felony convictions including, three convictions of Taking Motor Vehicle Without Permission, three convictions of Possession of Controlled Substance, two convictions of Attempting to Elude, Custodial Assault, two convictions of Riot with a Deadly Weapon, two convictions of Second Degree Theft, three convictions of Second Degree Possession of Stolen Property, Second Degree Robbery and Third Degree Assault.
