SPOKANE, Wash. -- Mayor David Condon announced a new development in the investigation surrounding Spokane Police Department Lt. Scott Stephens. Condon said that the city hired a retired federal judge to conduct an internal investigation into the Stephens being placed on administrative leave.
City leaders retained former Judge Michael Hogan. He will begin his investigation on Wednesday according to Condon’s release. Leaders said that they expect Hogan’s investigation to be complete by the end of the month.
Lt. Stephens served as interim chief and assistant chief prior to being reassigned and given the rank of lieutenant.
Police Chief Frank Straub demoted and placed Lt. Stephens on administrative leave on December 20th Lt. Stephens remains on administrative leave.
