14 sex offenders failing to check in with local authorities

SPOKANE COUNTY--The Spokane County Sheriff’s Office has a picture and address of every level two and three sex offender in the area.

There are 14 non-compliant sex offenders in Spokane County. When a sex offender is non compliant it means they are refusing to stay in contact with law enforcement.

The Spokane County Sheriff’s Office has pictures of 338 level two and level three sex offenders online. They also tell you where the offender lives and what their offense was. The 14 predators on the list that are non compliant are not checking in with law enforcement meaning they could be anywhere.

The Spokane County Sheriff’s Office sex crimes detectives keep track of Spokane County’s 1,367 level one, level two, and level three offenders.

Some parents worry about the 14 sex offenders the detectives can not keep track of.

“It makes me feel pretty sick to my stomach. They should have better tabs on that,” said concerned mom Jana Russell.

The Sheriff’s Office said they dedicate every resource available to keeping tabs.

“It can be someone listed as a transient in the system who has to register once a week, or it could be someone who does have an address and when we go out to do verifications, if they don't answer or we can’t verify they live at that address,” said Deputy Craig Chamberlin with the Spokane County Sheriff’s Office.
   
Robert Russel Ellison is listed as a level three sex offender and court documents show he raped to eight-year-old girls. Officials do not know where he is. 

“This individual is a transient, so he has to come register once a week, “said Chamberlin.

Court records show this is the seventh time Ellison has failed to comply.

“In a situation like this he has an active felony warrant for his arrest. If found he'll be taken to jail and he'll revaluated for his conditions of release,” said Chamberlin.
