SPOKANE-- Some private retailers are having a hard time keeping spirits stocked on their shelves. One store owner says the changeover is taking a toll on business.

Ray Skalstad's been selling spirits for 35-years on the South Hill, but the swap is silvering his hair.

Under initiative1183, he was able to re-open his doors as a private retailer. They planned for months, but no one knew exactly what to expect. "We opened the next morning, we weren't properly prepared...no one was properly prepared. We tried to be."

They’re forced to depend on distributors; some bottles of booze they can't get in, or keep stocked on the shelves for long.
