WASHINGTON (AP) — President Barack Obama is expected to sign a bipartisan student loan bill that will lower the cost of borrowing for millions of students, at least in the short term. But because the measure links student loan interest rates to 10-year Treasury notes, costs would rise as the economy improves. Some lawmakers are already talking about a broader approach to capping fast-climbing costs.

LAS VEGAS (AP) — The head of the National Security Agency has issued a challenge to computer experts who don't like the government's Internet snooping programs. Army Gen. Keith Alexander, who was heckled at the annual Black Hat conference, called on tech talent to step up and help build better programs to help the government intercept terrorist plots.

CLEVELAND (AP) — Prosecutors say the three women held captive in a Cleveland home for a decade kept diaries, describing the physical and sexual abuse they suffered every day. According to documents filed as part of Thursday's sentencing hearing, the women wrote about being locked in a dark room, anticipating more sexual abuse, being chained to a wall and dreaming of someday escaping. Ariel Castro pleaded guilty to 937 charges to avoid the death penalty.

FORNEY, Texas (AP) — When George Zimmerman was stopped for speeding in Texas Sunday, the officer is heard on a dashcam video telling the former Florida neighborhood watch volunteer to close his glove compartment and not to play with his gun. Zimmerman was stopped on a highway near Dallas. The officer told Zimmerman to calm down, and let him go with a warning.

SAN DIEGO (AP) — There are new calls for San Diego's mayor to step down. Bob Filner is facing allegations of unwanted advances from at least eight women. City council members voted to deny any city funds for Filner's lawyer says the city should pay because Filner wasn't given sexual harassment training.
