SPOKANE VALLEY, Wash. --  Spokane Valley deputies said two suspects accused them of planting drugs inside their car.

Authorities said they were responding to an assault call Monday near the 10200 block of East 13th Avenue and were aware of a black Honda which had fled the scene.  They located the car in question near 13th and Herald.

After speaking with the male and female in the car, deputies learned Rochelle Phillips, 21, had an outstanding warrant for her arrest.  While speaking with her, a deputy noticed several clear plastic baggies inside the car with a white crystalline substance inside.

Phillips and the male both refused to allow the deputies to search the car.  Both said either the deputies or another citizen must have planted the substance inside the car.  However, deputies said no one else was at the scene. 

Deputies released the male occupant and arrested Phillips.  They later booked her into jail.

After a warrant was signed, deputies were able to search the car.  The white substance tested positive for methamphetamine. 

Felony charges were requested for both Phillips and the male occupant for Possession of a Controlled Substance With Intent To Deliver.
