SPOKANE -- The man known as the South Hill Rapist has filed a civil commitment appeal, but it won't be as lengthy as he wants it to be.
A judge ruled Friday that Kevin Coe's 162-page appeal is too long, and cannot exceed 100-pages.
Coe was committed as a sexual violent predator to McNeil Island in October, 2008. State prosecutors proved Coe remained a public threat and had him civilly committed after he served a 25-year sentence for rape in the Walla Walla State Penitentiary.
Coe is fighting to have the commitment reversed and be freed from the McNeil facility.
The appeal is due on April 14.
