SOUTH AFRICA--Cuban President Raul Castro was among the world leaders at Nelson Mandela's memorial. President  Barack Obama shook hands with those in line, including Castro, as he walked toward the stage.

"Today is about honoring Nelson Mandela, and the President is at an international funeral with leaders from all over the world. He didn't choose who was there to honor Mandela," said Secretary of State John Kerry.

The White House said the U.S. and Cuba have been taking small steps to improve their relationship.
