Spokane woman's dogs seized, investigated for animal cruelty

SPOKANE --     A Spokane County woman is being investigated for animal cruelty.

Officers removed 21 dogs from Sarah Bowen's care Tuesday because she didn't have a permit. Now, Bowen is being investigated for operating a kennel without a license, and animal cruelty. She has not been charged or arrested.

SCRAPS first investigated Sarah Bowen in 2006, but found no wrongdoing. But several complaints were made again this year, including one that alleged puppies died in Bowen's care. No evidence of that complaint has been found yet.

All of the dogs have been taken to SCRAPS to find new homes. SCRAPS officers say the dogs are timid and scared because they aren't used to being around people, and some of them needed medical treatment for being under weight. Several dogs were also infected with lice.
