SPOKANE, Wash. – The Spokane County Sherriff’s Office said Tuesday afternoon a level-three registered sex offender has been released to the public. Officials said Charles Ray Bullchild, 55, is a transient in the Spokane area. SCSO noted that all transient registered sex offenders must check in at the Sheriff’s office on a weekly basis. The sheriff’s office said he may also go by the alias of Charles Ray Haggins. He’s described as a Native American male with brown hair and brown eyes.
Bullchild was convicted of 1st degree rape in 1984 and 2nd degree rape in 1992. He failed to register as a sex offender in 2015, and most recently, in 2016, he again failed to register as a sex offender.
The Spokane County Sheriff’s Office said Bullchild’s convictions require registration with the Sheriff’s office in the county of his residence. Bullchild’s previous criminal history places him in a classification level which reflects the potential to offend again.
SCSO said Bullchild served the sentences imposed on him by the courts and he is not currently wanted by law enforcement. The sheriff’s office added that this notification is not intended to increase fear, but rather to inform the public.
