GRANT COUNTY, Wash. – The Grant County Sheriff’s Office is asking for the public’s help in locating a missing 6-year-old girl from Moses Lake who deputies said has been missing since May.

Investigators said Shirley Jackson, 57, of Waterville, is the woman they believe took Angel Jackson, 6, of Moses Lake, back in May. Though they have the same name, deputies stressed the two are not related.

Authorities said Jackson was a caregiver sometimes, but is not the legal guardian. A court granted custody in May to individuals who already had custody of Angel’s sibling.

Deputies said Angel has been listed as a missing person since the summer.

KREM 2 On Your Side wanted to know why it took so long for deputies to report the information to the public if the girl had been missing since May. Kyle Foreman of the Grant County Sheriff’s Office said despite the late notification, they have always been looking for Angel.

Foreman said the guardian attempted to find Angel and Shirley without success. It was at that time, the legal guardian did in fact seek help from other agencies to try and find Angel.

Unfortunately, the legal guardian and the involved agencies were not able to find the missing girl.

“The investigation was continuing ever since we were made aware that Angel was missing back in June,” Foreman said.

Foreman said during the course of the investigation there was nothing that led them to believe Angel was in any danger. Foreman said once they learned about Jackson’s criminal history and complaints against her by Child Protective Services it ramped up their investigation.

“Now after we’ve exhausted all our legal resources, we are asking the public to help us find them,” he said.

Jackson is a convicted felon and has had three confirmed CPS complaints made against her, deputies said. None of the CPS complaints involved Angel, they said.

Foreman asked that the public to spare the legal guardian any undue judgement. He said the legal guardian has done everything in her power to handle the situation in the best interest and welfare of Angel.

Foreman asked people to focus their attention on Shirley Jackson and Angel Jackson, so they can be found as soon as possible.

As of Tuesday evening, a warrant for first degree kidnapping has been issued for Shirley Jackson. Anyone with information is asked to call the Grant County Sheriff’s Office at 509-762-1160 or e-mail them at Tipsters can remain anonymous.
